The casino opening is blocked.

The original ABC report described the regulator blocking the planned December 2020 casino opening while the Bergin inquiry continued. Its photograph shows the Barangaroo building, but the decision concerned gaming: hotel and restaurant operations were a separate question. The report’s headline recorded the immediate setback, not a final determination that the whole development would never open.

THEN WHAT?

Gaming opened in 2022. Suitability followed in 2024.

The blocked opening did not become a permanent ban. Crown Sydney began gaming in August 2022, initially under conditional approval, and the regulator found it suitable to retain its casino licence in April 2024. Later penalties show that this was no exemption from scrutiny: the casino was fined in August 2026, followed by a separate liquor-compliance fine against the property company. The opening and suitability question has an answer; ongoing regulation continues.

Gaming opens under conditional approval

The Bergin inquiry found Crown unsuitable in 2021. The regulator’s chronology records conditional approval in June 2022, following the completion of Blackstone’s acquisition. Gaming began in August 2022. This was a monitored pathway towards suitability, rather than the final suitability finding.

A suitability finding follows remediation

The NICC found Crown Sydney suitable to retain its casino licence after nearly three years of remediation. The regulator said Crown must demonstrate a long-term commitment to maintaining suitability. That decision addressed the licence at that point; it did not promise that future breaches could not occur.

A later casino penalty

The NICC announced a $1.75 million penalty after a minor entered Crown Sydney on multiple occasions during April–August 2025. Its register dates the penalty to 18 August 2026; the announcement followed on 19 August. The regulator said additional identity-verification, onboarding and staff-training measures were undertaken. Crown told ABC it takes its obligations concerning minors and false identification seriously, and said it had notified the regulator. This account does not identify the child.

The property company is a separate entity

The NICC announced a $40,000 fine against Crown Sydney’s property company following an intoxication incident at Woodcut in May 2025. The regulator explicitly states that this company does not operate the casino. Woodcut is independently managed under the property company’s liquor licence. This is a separate liquor-compliance decision, not another casino-licence suitability finding.

Ending Found

The casino opened and retained its licence.

Crown Sydney opened its casino in August 2022 and was found suitable to retain its licence in April 2024, after remediation. The later casino and property-company penalties remain part of this account. They do not reverse those recorded opening and suitability decisions. This concludes the blocked-opening thread without suggesting that regulation, compliance obligations or gambling-related harm have ended.
